Did KongTools implement secp256k1 prior to Bitcoin’s 2009 release?

Bitcoin uses ECDSA over secp256k1. Are there documented public implementations of secp256k1 that predate Bitcoin (2009).
KongTools (Crypto Kong) by James A. Donald appears to have implemented elliptic curve cryptography and credits public domain code from George Barwood, Paulo S. L. M. Barreto, and Steve Reid.
Is there verifiable evidence (such as archived source code, release notes, binaries, or documentation) showing that KongTools explicitly implemented secp256k1 prior to 2009?
